As the six Gulf Cooperation Council (GCC) countries continue to implement policies and strategies for economic diversification, there is much focus on the nationalization agendas for those countries to achieve their visionary goals.

The UAE Visions 2021/2071 and the Saudi Vision 2030 focus on diversifying its economies, building knowledge and skills, and creating dynamic job opportunities for its citizens. Effective January 2023, the UAE the Ministry of Human Resources and Emiratization (MOHRE) requires employers in the private sector to have at least 2% of their skilled professionals as Emirati nationals. The ministry has also developed a new platform, "Nafis", to support companies seeking eligible UAE national job candidates and collaborate with them on the upskilling and training required for the nationals. On the other hand, the revamped Nitaqat program that started in December 2021 is now in its second year. As part of this phase, the MHRSD has increased the Saudization requirements across the board under the Nitaqat Program. In addition, the Ministry of Human Resources and Social Development (MHRSD) continues to impose Saudization on targeted professions. Recently, it announced the Saudization of specific Consulting professions and implemented it in 2 stages, with a 35% Saudization requirement in the first stage from 6 April 2023.

Join immigration experts Fragomen and a panel of industry stakeholders to present and discuss the opportunity, governance and considerations of the MOHRE Emiratization timeframes and how employers can best meet these new and evolving employment laws.
