Are Public Private Partnerships a realistic form of alternative financing in Dubai and if so where do you start?

Whilst Dubai faces a period of relative quiet in the construction sector companies are seeking alternative forms of financing for infrastructure projects. In August 2015 Law No. 22 was issued to regulate the partnership between the public and private sectors in Dubai but has there been an uptick in the use of Public Private Partnerships? Are they really a feasible option here in Dubai and if so where do you start? Join us to hear how you can use PPP to increase the success of your business.

The session will be hosted by the BBG’s Construction Focus Chair, Laura Stockwell, Partner at Mr & Mrs Stockwell.  It will feature a keynote address from Chris Seymour, Regional Development Director and Head of Advisory at Mott MacDonald and will be followed by a panel discussion with Marc Luz, Director at PwC and Andrew Greaves, Head of the Dubai Office at Addleshaw Goddard law firm.

Christopher Seymour, Regional Development Director & Head of Advisory Middle East and South Asia at Mott MacDonald

Christopher has over 25 years’ experience in property and construction including 10 years with the Arcadis group of companies where he was an equity partner with EC Harris before joining Mott MacDonald to head up the Advisory sector and lead corporate strategy and development. Having worked in most of the major cities in the Middle East region over the last 8 years he is a well-known industry leader with experience in commercial real estate and infrastructure and offers strategic advice on procurement, investment, and development management. A member of the RICS MENAT Market Advisory Panel he specializes in PPP procurement advising on strategy, risk, plus technical advice for major asset investments.


Mark Luz, Director of Infrastructure & Project Finance at PwC

Mark is an investment professional with strong cross sectoral experience including Infrastructure, PPP, Utilities, Education and Healthcare. He has been practicing in the Middle East for over 12 years and has a strong track record in winning and delivering advisory work on PPP transactions across the region. Marc worked on the privatization of a GCC power plant and was an advisor on the first schools and hospitals PPP projects in the region.

Andrew Greaves is Addleshaw Goddard's Regional Head of Construction and the Head of the Dubai Office.

Having spent 9 years living and working in the Middle East. Andrew specialises in advising government bodies, sponsors, funders, developers, employers, operators, constructors, sub-contractors and professional teams in relation to project procurement techniques (including facilities management) and dispute avoidance and resolution mechanisms.
Andrew has also drafted, advised on and negotiated major PPP agreements and commercial documents relating to the procurement, operation and maintenance of major infrastructure projects, including oil and gas facilities, pipeline networks, power plants, mixed use developments, schools, hospitals, airports and roads. Andrew's experience also extends to joint venture agreements, most forms of standard form construction contracts and ancillary documentation.  Andrew also has detailed experience of drafting project procurement documents including expressions of interest, pre-qualification questionnaires and request for proposals
